You are going to have to open one of your MIDI IN's (A or B).
I am using Sonar Producers Editon 3.1.1. The setup of MTC MASTER DEVICE should be the same for Sonar 1.0 and Sonar 3.1.1.

OK. You are correct there is a difference.
Sonar 1 doesn't offer Midi Time Code [MTC].
It only offers Midi Sync [MIDI CLOCK] and Midi Machine Control [MMC]
Whereas, Sonar 3 offers ALL three. Midi Clock, MTC, and MMC
Ok. Now that we are armed with this info you should do this....
OPTIONS>PROJECT OPTIONS>MIDI OUT tab>SEND MIDI SYNC>check mark TRANSMIT MIDI START/CONTINUE/STOP/CLOCK
You will also need to tell the MPC to
RECEIVE MIDI CLOCK (instead of MTC).
