why is the delta 1010LTso cheap?

I was looking into options for syncing a reel to reel to my DAW, and I figured that I would need a MIDI interface to do it since my Mackie Onyx 1220 doesn't have MIDI... Anyway, I checked out the Delta 1010LT and it is going for less than $200. what gives? I have had a Delta 44 for awhile now, and I checked out the 1010LTs back when I bought the 44, I didn't remember them being so cheap. Are they being discontinued or something? Is it the PCI factor?
 
It's meant to be a cheaper version of the 1010.

They get away with the cheapness because there is no breakout box, just a bunch of cables hanging off the back. Two XLRs, 14 RCA I believe, and a digital in/out, word clock, and midi in/out. Don't quote me on that though

It's a great card, pro-quality, but it's such a hassle to have to crawl behind your machine to plug the cables in. There is no lack of quality for that low price.
