Biasing protects tubes. At zero bias most tubes draw power far in excess of the plate-dissipation rating, so it is advisable to make provision for protecting the tube when excitation fails by accident, or by intent.
 
One more thing...... there is a BIG difference between being electrocuted and shocked. :D
