White noise on a certain computer?

I just bought a new condenser microphone (yes with phantom power) and every time I try to record something on it in my PC I get very high volume white noise but the volume of the overall recording is VERY low. I've also tried it on 2 different computers, one worked fine and the other was even worse. I know it's a hardware issue, because i've tested it on multiple operating systems running on only mc PC.

I'm not sure if it's a soundcard problem because all sound that I for example play on youtube comes out perfectly fine. What should I do?

What microphone did you buy, and how is the signal getting into the computer?
