Which soundcard(s) and software for highend setup

A friend of mine asked me to do some research on a new recording system for him. Currently he is using a Roland VS-1880 and isn't very happy with it, so out with that and in with a PC based system.

What he needs:
- Atleast 16 inputs
- Control surface
- Mic pres on all 16 inputs
- Stability/Reliabilty
- Some what mobile

What he wants:
- Fiber optic snake from the computer to a rack with all the preamps and A/D converters
- Pro studio quality

What he has already decided on:
- Mics MD-421, AKG C-414, D-112, C-3000, AT 3031...
- Roland V-Gutiar system with the digital pickup...
- PC (May consider a mac)

He is willing to invest a lot of money into this system, he finishes his music degree in april and wants to restart his CD right away(We tried doing it last summer using the VS-1880 and he wan't happy with the results)

So what software and hardware should we be looking at?
 
Nuendo with their hardware interfaces. If a computer setup is the only option that is. Avalon pre's wouldn't hurt! :)

Make sure he thoroughly demo's the Roland V-Guitar. They've come a long way since the GR-1 days, but IMO, it still feels strange and foreign - tracking is good, but not good enough.

ambi: Money really isn't much of an issue for him, he already has around 20k invested in gear.

Get a Radar 24 with digital i/o and you can record on the Radar with 24 channels of great convertors and bounce digitally to the comp via TDIF or just export the files on disk.

Computers are great for editing, okay for mixing, and mediocre for tracking. Get components that are best at what they are designed for.

Ok here it goes...

Computer:
High end PC (Made for audio ): www.carillonusa.com
Get the best, fastest machine they have... it is STILL cheaper, quieter, and better made than a Mac.

Software:
Steinberg's Cubase SX: www.steinberg.net

Audio Interface / Sound Card:
MOTU 2408mkIII: www.motu.com
It has 24 inputs and out puts.

Mixer / Pre-amps (the mixer has all the per-amps he will need):
Yamaha 02R -or- Mackie d8b
(www.yamaha.com) -or- (www.mackie.com)

Pre-Amps:
If he decides he doesn't want a full mixer then tell him to look at the Focusrite OctiPre. Get two of them for 16 channels.

Monitors (Speakers):
Two Mackie HR824s (www.mackie.com)

He could get all of this and scrape out at under $11,500 if he gets it all at once from the same dealer. But once he has all this... plus all of his microphones... if he has even a little bit of talent as an engineer and he lives where bands need recording studos, then he could earn his money back within 2 years recording demos, churches, graduation, barmitzvas, or whatever brings in $$$ within 1 and a half years.

He will be set up!!!

He will have his ADAT optic linking his pre-amps to his computer like he wants if he gets the Mackie d8b or the Yamaha 02R. If he gets the Focusrite Pre-amps then he will have to have normal cables connecting the two.

His quality will DEFFINITLY be "Profesional quality"!!!
