Need to be able to record no more than 2 instruments at the same time, require Mic preamp, midi input, low latency.

I was told about the Delta 44...but from what I can see it doesnt have any mic preamps or Midi inputs.

The Delta 1010 lt is the next step up. What are peoples opinion of this card. It doesnt have a breakout box, will this cause problems with noise.
Also the inputs are not balanced, will this effect the sound?

The 1010LT preamps don't have phantom power and you'd probably want that to power condensor microphones. Why not go for a M-audio Audiophile and a (dual) standalone mic-preamp like a DMP-3? I don't know the quality of the 1010LT's preamps but it would surprise me if they're better or even on par with the DMP-3's pre's.

RNP preamp with a Delta Audiophile........

or if you wanna go cheaper, DMP3 with an Audiophile......

or if you wanna put more $$$ in the soundcard and less in the preamp, a DMP3 with a Lynx One soundcard........
