Which interfaces have the lowest latencies?

I don't think you'll get any concrete numbers. Your computer has a lot to do with it, just too many variables.
 
Indeed. Any decent interface with have an internal latency of only a couple of milliseconds. The real fun starts once the digits get into your computer and get tied up in buffers etc.
 
So it has to do more with RAM and CPU power? The more the better?
 
RAM and CPU power, yes, but also how efficiently your DAW software uses them. Transfer speed too/from your hard disk can also affect latency.
 
When it comes to latency an ounce of RAM/CPU prevention is worth a pound of cure!
 
Driver efficiency is also important. Poorly written ASIO drivers can add a lot of latency.
