Where can I find a cheap functional ORTF bar?

I've bought a couple of multi mic bars here but each time had problems getting my mics into ortf using them. What I ended up doing was using one of the short multi bars I bought with it on the stand mounted using one of the end mic holes. Then I used the clamp on bar only that came with one of my pop filters clamped to the mic stand just under the end. All worked out fine from there. This gave me lots of control of elevations by sliding the clamp on up and down. The mic spread was controled by the angle of the two bars with respect to each other.

Worked here but YMMV.

Build one

I built one using good wood stock, standard flange bases for mic mounts. I rigged to either mount on a microphone stand or hang from cables. Just measure carefully. I pre-marked the base on mine to obtain the proper angle for the mics.
 
Full Compass sells a metal one for around $35.
 
I've got 2 of the Atlas, they work fine for me (using KM184s, Earthworks QTC1s & SR77s, AT 4050s etc.).
