What levels should my 20hz-50hz sound be at when trying to master?

I make a lot of hip hop tracks but when i output them and everything they always have way too much "boom". How close to 0 dB should these levels hit?

You can never tell by numbers. It helps to have full range monitors to judge by ear.

Low end is the hardest thing to get right for many reasons, bookshelf monitors and not having room that tells you whats really going on being a couple of them.

"Boom" is probably more likely to occur in the 100-200hz region. I'd highly doubt if your monitors would hit around 20hz well enough to let you hear that low region anyway...
