What is dithering?

I posted it as a response in another thread but to be sure to get an answer I'll make it a thread of it's own.

When I record a song in 24 bit, I'll lose quality when converting to the 16 bit of a CD, so I need to 'Dither'. What is dithering?

- at the very END of a digital manipulation always dither. (end of a final plugin chain)

- dither ONCE
