What Could Cause Two Different Machines To Run A Whole Tone Slower?

My friend Mike has an Otari 5050-8 and a TEAC 80-8 which are both experiencing this issue. Surely they can't both have developed exactly the same fault. Could it be a power issue?
 
You mean if you play a tape recorded on a different machine, they play a tone lower? If that is the case - then if both do it, the record machine was off it's correct speed. Can you explain a bit more?
 
Mike has a 388, the Otari and the TEAC. The 388 runs at 7.5 IPS will no speed fluctuation issues. The Otari runs at 7.5 IPS (dual speed machine) with no issues. But the Otari at 15 IPS and the TEAC (15 IPS only) both have this weird slowing down by about one whole tone. With tapes recorded and played back on the same machine.
