Weird vocal effects

Does anyone know what they use to get the
weird vocal effects?

Surgar Ray used them in the song "Ours".

and I think Cher or somebody used the weird effect.

It almost sounds digital/robotic or something.
 
I think youre thinking of pitch correction maybe? I've heard that on the Cher song youre probably thinking of they used a lot of time consuming editing to make her sound more robotic, as the pitch correction is used to make an off key singer sound like they can sing, but usually I think its used by people who can sing to make their voice sound unnatural and robotic. I think it sounds pretty cool. Antares makes a vocal effects unit with pitch correction for like 400 or 500 buck I think. Check musicians friend.
 
I know that Cher uses a Vocoder in a lot of her new songs, but it probably says that in the article jdier posted ...
 
search for Cher or vocal effects on this board. I believe there have been a few posts that have discussed/debated how these effects were done.
