Weird Timing Issues on my PC

Hey Home Recording Forums!

i'm coming here to seek help for i dont find a solution on my own.
On my PC whenever i record audio it's just out of sync. I can reproduce this behaviour in energyXT2 and in reaper and i guess in more.

Details:
Reaper 4.261
Windows 7
Asio4All (2.10 Final) with Zoom H4N

The Test:
i record Reaper's metronome with a microphone with about 4 centimeters of distance to the speaker.

What happens:
Well even on the first run you can see, there is a gap of 25ms, but it gets worse: after the first run i put an effect on the first track an muted the track and then recorded the second run on a new track.

i also did this WITHOUT putting an effect and there the timing stayed on 25ms for the next run.

Again:
i will now save the project, restart Reaper and do the same test (WITHOUT putting FX) again:
1st run: 45ms
2nd run: 66ms
3rd run: 104ms
now i "reset" the audio-device by going to the Audio->Device Pref.Page
4th run: 25ms
5th run: 37ms

between runs 1 to 3 i switched windows to firefox.
between 4 and 5 i did not and the mis-timing increased anyway.

What I tried without any improvements:
* measuring the latency and putting a manual offset in the preferences window.
* Shutting of the Firewall + WLAN
* Changing the USB-Cable for the Zoom H4N
* Changing ASIO Driver to the one from Zoom (which is so bad)
* Experimenting with the ASIO4All Driver with lots of different settings.
* Trying out older ASIO4All version. Down to 2.8...

Thankful for any hints & i hope this is the right forum? :)
