Seriously it could be any number of things. Poor quality cord, poor/no shielding in your axe, strong electrical/magnetic field nearby (like a computer monitor no ground on your amp. Be careful what else you touch while your touching your strings. People have been killed by bad grounds between amps and PA's! Nothing quite like walking up to the mike to sing and ZAP! Right on the lips!

I know of one out near Schofield Barracks but that's on the North West part of the island near the pineapple fields that is huge.
We also have one near the top of the hill where I live. Kapolei/Makakilo are essentially the same place one being the at the bottom of the hill and the other the top. I think this is the one that you're talking about.
