With that system you should be pretty good.
There may be a point where it is a problem, but if it is you probably are trying to make up for a poor track .

Get your tracks decent to start and you should be alright!

I have a 1.2gig AMD thunderbird, with 512 megs of PC133 ram, 7200rpm drives, a fast video card, good mother board, but a shitty sound blaster live.

I find i can run about 16-20 tracks, all with effects on ok. I usually use the C1, Q10, and some reverb.
Also i put the C1, sometimes Q6, and the L1 on the master buss for mastering effects, ontop of all the other effects on the individual tracks. I sometimes have to bounce without master effects, and then just do it in sound forge, but thats when i already have about 20-30 waves plugins running on other tracks.

I wish i had a fast AMD XP processor and a GIG of top of the line DDR ram. But i make do.

They aren't TOO bad.
 
i know what you mean about wanting more power. mine was screaming a year ago... i hate all this technology stuff.. i cant keep up.
