I cant find a limiter threw cakewalk is it within some other effect, or do I have to run the wave file threw wave lab or something. Another question, is mastering done from within the program you record in or do you mix all the tracks and then process them as a whole in another application. Im using sonar producer which other applications do you suggest
Depends on what definition of "mastering" we're talking about. Ideally, it's done in a completely different facility, on a specialized rig with specialized gear by a specialist.
If it's "getting stuff loud" it doesn't really matter. I'm not too familiar with Cakewalk, but I'd be surprised if it didn't have a built-in limiter...
