Is there a decent shareware product out there for editing, scrubbing, cleaning, changing volume, etc. etc. of wav (and other?) files? At the very least, I am looking for something that will allow me to take out hiss, noise, etc. PLUS have the ability for other plugins.

try searching under google.com for cool edit 96.
should do all you want. check out some mastering i did as a favor for someone on here using it.

listen to the before and after.
other but more expensive. DART (audio restoration software from tracertek.com) and sound forge.
check out in the newbies section several articles ive written that might be of use to you on pages 1 /2 of newbies.
