unwanted noise on recordings

How do I get rid of noise in my recordings? Whether I record on my Tascam 424 or on my computer through the Windows Sound Recorder (with the monitor off), I get so much noise that it sounds like I've made the recording with a boom box microphone. I'm going direct (guitar>POD>recorder), and I get the same amount of noise no matter how loud the line level is turned up.

Do I need to use better cables? Is there some kind of technique or outboard equipment I don't know about? Help!
 
Maybe you have an impedance mismatch or a level problem. Are you going into a line level input?
