understanding VST plug-ins

sorry if this is in the wrong section but....

i'm using cool edit pro and i use the multi track so the beat goes on one track and my vocals on a different track so i was wondering if its better to mix them together then use plugins or use the plugins only for my vocals or on the beat? i dont know i'm lost but if anyone can explain how plugins work then i much appreciate it. sorry if its a dumb question i'm very new to this.
 
Usually you'd process individual tracks as required because they'll need to be treated in different ways.

Then you might want to do some things to the whole mix as well which in your case is just the two tracks. I don't use CEP but you should be able to apply an effect or processor to the master channel (which will obviously effect everything) rather than mixing down and then processing the stereo mix.
