No, pin 3 is normally the negative side of the balanced signal so needs to be grounded when using unbalanced cables else no current will flow. Phantom power is actually supplied equally to both pins 2 and 3 when is use (indeed it is because there is no difference between the relative voltage levels of these two pins that a dynamic mic can be used even when phantom power is being supplied).
