Troubleshooting a problem...

I'm hoping someone out there can help me figure out what's wrong...

I recently salvaged a used PII/400 machine, installed a CDRW and a cheap soundcard so I could have something to mess with in my studio (I've been using my laptop from work for finalizing my mixes and burning CDs but the laptop soundcard has a ground loop issue when connected to my mixer that I haven't been able to resolve).

Anyway, with the salvaged PC the problem I have is that there is significant noise in the right channel on anything that gets recorded (even if there is no input signal). I originally thought it was a bad cable but I've now verified it is in the computer. I moved the soundcard to a different slot with the same results. I think it is probably the soundcard, but without buying another one is there any other way to figure out if it is the card or something else in the computer?

What card are you useing? What input? What mixer application? What audio application?
 
The el-cheapo card I bought is made by StarLogic, I think. It's supposed to be a 32-bit card, but it was really cheap ($20). I use the line input from my mixer, but even without anything hooked up (including the CDRW) if I punch record in Goldwave, for instance, I get a noisy waveform on the right channel, which I've never experienced on any of the other PCs I've used Goldwave on.

The only use for this PC at the moment is to be my mixdown recorder and finalizer prior to CD burning (I've been using Goldwave for this for a couple of years, but hope to upgrade to Sound Forge or Wavelab sometime). I don't know if it has enough speed to run a multitrack application or not (PII, 400 MHz, 256 Mb RAM), but I have full analog capabilities for mixing anyway, so it is not a priority.

I should have also added that I intend to upgrade the card to something like an Audiophile or Echo MIA at some point prior to getting Sound Forge or Wavelab, but just don't have the money right now.
