I need a PC program that will allow me to trigger a drum sample from an actual drum track. It needs to be volume/velocity sensitive so if I trigger a snare (for example) from a snare track, the strikes will be equally strong when blended.

I have Cubase SX and Reason 2.0. Will either of these do this?
 
You need a software like Drumagog. You can download the Drumagog 3 demo. I'm planninig to buy it cuz i tried the demo and it seems to work very well!
