totally blocking off a basement window

lately neighbors have complained ALOT, about a little bit of noise, ill admit its kinda loud, but from where their house is, its just stupid, either way, what is the best way to totally block off a small rectangular basement window.

i thought drywall with that flexible rolled up lead sheeting on either side of that or. bricks? what

liquid foam lost and lots of liquid foam. 15 cans to be exact, lol

I'd be concerned about egress. Just be sure to have a workable escape route in the the event of fire.
