TEAC A-4010S Not playing at normal speed

All right, I am completely new to reel to reel recording, but I think I have my problem narrowed down. On my TEAC A-4050S, when I press the play button, forward or reverse with tape loaded no spinning takes place, but if tapes are unloaded then the reels spin, but they are spinning in opposing directions, as in there are both spinning in the direction to bring tape into them. Any ideas why this is happening, and how to fix it? They do spin in corresponding directions when I press the "Fast" button in either forward or reverse with tape loaded, just not at normal speed.
 
The opposing spin thing is actually to maintain tape tension, so no, you don't want to fix that or you'd have tape spilling everywhere :3

In playback, the tape is actually driven by the capstan - speed problems are generally either a result of the capstan belt being squiffy or a problem with the rubber pinch roller. Pinch roller problems are either roller decaying and in need of rebuilding (see "Terry's Rubber Rollers"), or not being pressed hard enough against the capstan).

After further investigation, I have found that the capstan is not moving on its one. My understanding is that is should? Any ways to fix it, or does it just need lubed?
 
I see that there is to be a belt that makes the capstan move.. I do not have that.. Know where I can get one?
 
Depends where you are. There's a TEAC parts dealer I know in the UK, there are others worldwide. You could also try ebay since there are now people manufacturing compatible belts (searching ebay for 'TEAC belt' found a 4010 belt from the get-go).
