Tascam MS-16 Speed

Can the MS-16 be modified from 30ips to 15ips?
 
I seem to remember Sweetbeats saying it was a simple fix....sorry if this isn't true, but isn't it just the capstan speed that dictates this?

I do know the bass end of the spectrum is considered to be out of whack at 30ips, whereas there's a nice little lump around 100Hz with the 15ips version.
