Can I make the same quality sound recordings using my tascam dr-07 as a laptop? I wan't to run a synth directly into the Tascam dr-07. I am going to be using the Tascam dr-07 to record in 16 bit and 24 bit.

If you just want to record live performances with a portable unit, sure .... If you want to actually do Home Recording/Mixing, no!

What are your plans - you say to record a synth plugged into the recorder - then what are you planning on doing with the resultant WAV (or MP3) file?

Sorry, I did not give more information. I am a composer who wan'ts to sell my synth compositions as royalty free loops. My customers will be producers and songwriters.

There's money in that?
For quality and editing purposes, an audio interface and suitable DAW (software) is the way to go.

I hope so lol. I have many years experience with music composition. I would like to stay away from the computer as much as possible for the actual recording. Would I be able to make professional quality recordings using line in with the Tascam dr-07? It was between the Tascam dr-07 and the Tascam dp-004.

"Professional quality"? How many Pro recording studios do you think are using either of these options? Why do you think that is? If you could get pro results with a <$160 recorder, then no one would be using anything else!
You'll do better with the DP004 - at least you can edit a little bit on it.

The problem is I have been told all different things by all different people. I was told since I am only recording samples one of the above stated options would be okay. I guess the reason I was told the Tascam dr-07 would be okay is because the loops recorded would only be one small part of the song they would need to track into the rest . I understand what you are saying, but do you understand this point of view?

I guess it depends on what the users/buyers want for sound quality. You said 'professional quality recordings'.

Do you recommend I buy an expensive piece of recording hardware with many features I will not use? What else would I need along with the hardware recorder to get professional quality sound?

A decent audio interface and a computer, minimum. Assume you have a computer already, so the interface, then anything else is a +plus+ monitors, headphones, etc.
For the same $150 as the DR-07 you could get a Presonus, for example. there are other interfaces in the same price range, and if you buy used, you can get an even better model.
