tascam dp 32/ 24 normalizer

when mastering a song with a tascam dp 24 or 32 do you guys use the normalizer effect? what does this actually do? when is it useful when is it unnecessary? or is it always a good idea to use it?
is it standard practice to normalize and limit a master?
 
Normaliser just adjusts the overall level without affecting the dynamic range. So that when individual tracks are burnt to CD/file they are all at a "standard" (normalised level).
