I've gotten many good used items off Ebay, (appx. 140+ Ebay transactions), and I was only stiffed twice.
One, about a year an a half ago, was an Ebayer named Troy Madarus, aka T-n-S-Audio, from Indiana, or somewhere in the midwest. It was a nice Technics RS-955, topline cassette deck w/dbx, that I had bid up to $89, because I reeeeeally wanted it, veeeeeeeeeery badly. He stiffed me outright, then I found out he stiffed EVERYONE that month, and then disappeared.
The second one, about a year ago, was an Ebayer named Jason Kelley from Scotsdale, AZ. He sold me a "fine working condition"
Tascam M-520, that took about 2 months to ship and arrive, then arrived missing 21 2-p jumper plugs, all the wood side panels and the power-umbilical cable,... missing. The most important item, the power-umbilical cable, leaves the huge M-520 as useless junk, if missing. Fortunately for me, I successfully charged back this item through Visa and Paypal, and recouped my $790,... whew!!
However, as I began saying, on balance I've had mostly good Ebay transactions on a variety of things that turned out fine. Also worth mentioning again, is that I've arranged to pick up in person some of the heaviest and most important items. Beyond those things, I've suffered a few distinct cases of UPS damage from shipping.
UPS is what it is, but it's always the seller's fault, for inadequate packing of items. I mean, you should just assume outright that UPS will drop your box, and pack accordingly. Like,... duh.

But still, some people are clueless.
My worst case must have been when some idiot packed a fine condition Tascam 38, in a box barely bigger than the unit itself, and then packed the void spaces with old t-shirts. Well,... the Tascam 38 was smashed on all sides, broken panels, bent frames & everything, and the rags looked like the worst of Goodwill throwaways. I didn't even get a decent t-shirt out of it,... but I was eventually able to repair the 38 to working condition, just worse for wear & tear.
Not to become too redundant, but watch out for the shipping practices of UPS and similar shippers, and ride the seller hard about proper packaging of items. Also, for the easily damaged, most important and/or most expensive items, ALWAYS use your Visa or other credit card, which gives you protection and charge-back rights. Any bank-draft transaction that goes sour, and you're stuck with it, literally.
