Tacho Roller on a Revox PR99 MKII???

I am lost and frustrated, mainly due to the fact that I cannot find any information on tacho rollers online. I recently purchased a Revox PR99 MKII that appears to be in wonderful condition. The only thing is I thread the tape to give it a run only to encounter a tacho roller. I must admit, when I did my research, I did learn the purpose of a tacho roller, but I am still stumped. Am I honestly supposed to let the oxide surface of the tape contact this metallic "ribbed" component??? Please help.
 
Yes, the roller should rotate freely as the tape rides over it and turns it. That's how the machine keeps track of where the tape is and marks index points etc. It's more a time counter than a tach.

So, for the sake of clarification, the side of the tape that comes into contact with the heads ALSO comes into contact with the taco roller. Do I have that right?

Apparently, the tape can't be threaded without the oxide side touching the roller. When I first noticed the tacho roller I figured a "covering" was missing and I'd have to search long and hard for a replacement part. My other machine is a Teac 80-8 and has no such thing so, ofcourse, when I initially saw the roller I thought the worse.

I checked the tacho roller and it moves freely without obstruction.
