Sync issues with Cubase SX and Tascam US-428

Hi, I recently purchased a used Tascam US-428, which I'm using with Cubase SX 1 on my Dell Inspiron 5150 notebook. When I try to detect the buffer size in the ASIO Multimedia Setup and Check Buffers and Sync, I get really strange results, and cannot determine what size to use. I've tried the largest numbers it allows and still get crackles and drop-outs in my audio recordings. Any suggestions? what should I use for Sync Reference and what should be un-checked in card options?
