Could anyone make one? I'd like 2 inputs (1/8" is fine, obviously) and support for full duplex. This if for use with Cakewalk GuitarTracks 2.0.

I would say save your money for a better card.
However, if you HAVE to have a card for less than $100... you can probably find a Creative Audigy OEM (just the card & drivers in a bag) for about $65.
And it will make a good game & MIDI card later when you get a better audio card.
