Tangled Cords

I'm trying to stretch a drum loop fill to fit a full measure, right now its about 3 beats long in the tempo I've got, when I put "new ending time" in it doesn't stretch it. I tried stretching it by the percentage method, doesn't work either. I have the "stretch audio" box checked both times. Could this be a memory problem?
