Some of the restoration 'suites are way up there in cost. Adobie Audition has a set and some other features that would be handy.

two I've tried and like quite a bit are the Wave Arts Restoration Suite and the new Izotope RX program (currently only standalone but they plan on releasing a plugin version next year).
RX is awesome not only for noise cleanup but I also really like it's declipper and spectral repair.
I think for the price, you're not going to find two programs that do better.
