You should download demo versions of both programs.....
Then, you can decide which one works best with you.

Cool Edit does multitracking, whereas I don't believe Sound Forge does. I demo'd both apps and chose SF because I was looking for a killer editor with a little mastering ability. However, CEP is definitely good at what it does.
As suggested, it might be worth your time to grab the demos and give them both a try. HTH!
