Soundcard for analog to digital transfer

I have a laptop (Pentium III 535Mhz 256 RAM) which I would like to use to transfer recordings made on my Tascam 388 reel-to-reel onto it.
Now, I'm not sure what is out there as far as USB (1.0) devices, so I thought I'd ask here. I'm looking for something fairly simple yet with good quality converters. All I need is a mono line in when sending the music track by track and a stereo in for stereo mix transfer. Maybe a mic in or 2 would be nice, but this is not necessary. I would like to stay as cheap as possible.

I have an M-Audio Transit for sale that doesn't work well with my laptop. Supposedly because the laptop has an AMD cpu. At least I've heard others complain about getting an M-Audio USB device to work on an AMD machine..

Doesn't that laptop already have onboard sound? Why not just use the Line In of that -- that would be as cheap as possible. You just would need some software to make the recording with -- and you might well already have something.
