shifting frequencies

Is there any type of effect/effect box that can shift a note like A4 (440 hertz) into B4 (493.88 Hertz). Or make smaller shift like an A4 (440 hertz) into say 445 hertz? I´d like to make some sounds that mess with peoples brains.....
