ok first i want to know if i can record 4 tracks on one of those Teac 1/2 track recorders. Next if i can't on the above recorder will i be able to record 4 on the Teac w/ 4 VU meters? i really know nothing about this.
 
No and yes.

NO: 1/2-track is a term that refers to each track taking up half the width of the tape. So by definition, a 1/2-track machine records a maximum of two tracks, typically in a simple stereo pair, but all the TEAC/Tascam 1/2-track recorders will also record tracks 1 and 2 independently. (Tascam 22-2, 32, 42, 52, ATR60-2).
*Tascam also had a halftrack cassette deck, the 124AV.

YES: The TEAC/Tascam reel recorders with 4-VU meters will record 4-tracks, in production-style overdubbing, or 4-live-to-tape simultaneously. (Tascam 22-4, 34, 34B, 44, ATR60-4, TEAC 2340, 3340).
