Recording Trouble

I'm using an M-Audio mobilepre USB and am having trouble recording. I have several microphones. I can plug my shure bg1.1 into input 1, and using Acid 3.0, or Cubase, I can record. However with either a standard cheap Creative computer microphone, or with my Oktava 319's, I cannot seem to get any input recording level. I've tried both input 1,2 ports, and with the Creative microphone I tried the small stereo port on the back of the mobilePre. When I'm using the Oktava 319's, I do have the phantom power on and the gain turned all the way up, but I get nothing. I appreciate any and all ideas that might help.

Are you sure the cable is good? If it is a cheap cable (I mean really cheap) it won't let the phantom power through. I had this problem with Guitar Center generic cables once. worked with dynamics not with condensers.
