I've got a CD of various sound effects. How could I play a sound and record that sound into a track of my recording software, (NTrack)?

The process you're referring to is called "ripping." There are dozens and dozens of CD ripping programs out there. Maybe try searching for Exact Audio Copy, I remember it being pretty good. Your wave editor might also be able to rip (I believe both wavelab and soundforge do).

If for some bizzare reason you can't get software, you could always do it the old fashioned way (e.g. hook an external CD player up to your soundcard), although the quality will be less.
