Cakewalk products are/were specifically designed for use on a PC, but most any audio software is compatible with the PC platform these days.
As to which one is the best really depends on your budget and what you're trying to achieve, how many tracks(s) you want to record, and generally how advanced the features need to be for your purpose.
Almost all recording software offers a free demo for download, so you can evaluate it prior to making a purchase. There is even free recording software available which can be surprisingly good (again, depending on your needs).
As important as your operating system (98SE) though, you must make sure the rest of your PC will be compatible, i.e. computer speed, RAM, soundcard, hard drive(s) speed, etc.
