In the non-freeware but not too expensive side I say anything by Voxengo.
 
This is very helpful. Lots of choices. I dont' mind paying for something thats worth it - I read the Waves Musicians's plugs are very good, for about $200- any comments?

Also - I need to learn about how to use various plugs and effects properly. Is there a primer out there somewhere, place to learn which ones to use on various music and how to use them? I'd like to use more than just presets.....
