When I first start up reaper, everything works fine but when I record vocals the volume is really low.

I can fix this by opening up audacity, moving the "recording volume a little" and then going back to reaper, and then the volume will be correct.

I don't understand why I have to keep doing this everytime I restart my computer and start up reaper though.

I already tried going to start --> sound --> recording --> at2020 microphone --> increase sound level, but it doesn't help unless I log on to audacity to move it a little, only then will the sound actually be correct on Reaper.
If I don't do this.. the sound will be extremely low and sound like a whisper.

Is this my microphone issue? Or Is it because of some setting on Reaper, I need to fix? Thanks in advance!

How is the sound getting from the microphone into the computer?

It's not your microphone, nor is it Reaper. It is something between the two

Why are you using Audacity with Reaper?

I think what is happening is that the audio may be coming in via computer's sound card. Audacity's audio controls may be linked to the card, so the OP uses Audacity to do this, instead of going to the soundcard's controls. But that is just a guess.

Nagela - tell us if you are using an audio interface, or plugging the mic directly into the computer's soundcard.

The microphone is plugged into the computer by USB slot ( a slot that you would put a flash drive into).

I'm using audacity, to fix the volume control for reaper. Other than that, I don't have any use for audacity at all. Perhaps I should delete audacity and that may be the cause of the issue; I'm not sure XD.

I turned on my computer today, and after moving moving the recording volume on audacity back and forth yesterday, it works today. This issue just occurs randomly, It's not a huge deal, but it is pretty random and just a hassle to have to keep fixing.

Maybe you should try deleting audacity, but I don't know a lot on the subject, so maybe it is something to do with you using a usb mic. It might be because it doesnt have a preamp.

Talking about levels in terms like "low" or "weak" doesn't get us anywhere. Please indicate the peak levels you're getting in Reaper, as in "-12dBFS peak".

Also note that if you're using a USB mic that doesn't come with its own drivers then it is controlled by Windows' audio settings. Audacity may also be affecting those same Windows audio settings.

The AT2020USB uses Windows USB Audio Codec, so any volume levels on it would need to be adjusted in Windows' audio settings as bouldersoundguy said.

I'd suggest you look at your Reaper settings and see where it's getting its sound from...

But then I'd also suggest that if you want to record things that you stop mucking around with USB microphones and PC soundcards and do it properly. This is gratuitous advice. Feel free to ignore it.

I like a good usb mic, if I'm overdubing vox. It allows me to keep from hooking up my entire interface.

Audacity doesn't have anything to do with it. Leave it there, it's useful for other things.

Doing any half way serious recording by using the stock soundcard and windows audio is just asking for trouble. (no offense) Get a dedicated sound card that uses ASIO drivers, and disable the stock or integrated sound. Only then will you be able to discern the true nature of The Force.
