Real Newbi, HELP!!

Hi, I only want to take a moment of your time with something that is probably an easy answer for you. I have found my way around Adobe Audition, that is sorted. The next stage for me is getting a clean, as hiss free as possible sound onto my pc. My thoughts are that I need an external sound card (laptop). I am currently, with the mic turned right down, experiencing -42db's of hiss, too much for me to do anything with. I have a budget of about £100-£140 to play with. I have been looking at the Behringer B-CONTROL AUDIO BCA2000, Edirol UA-25, Tascam US 122 and the M-Audio Mobile Pre USB. Any suggestions and would this outlay give me the desired much reduced hiss recording experience. I have a fostex 8 track digital, will I ever get as good a sound as that?:(
