R there any preamps constructed with API/1272 pre components.....

..........that can be had new or used for around $7-800!!??

Besides my boards, I am running signals thru 4 outboard pre's (Meek,Tube MP, DMP and PreSonus). All average, decent, with some colororation.

I have bought a new bass and amp for JAMFEST 3 and have about $800 (plus a tad more for a good pre with aforementioned
components)

Does such a unit exist with Neve components!?
 
The real API pres are less than $500 and you can get Old School Audio for less than that. The main cost in the beginning is the rackmount with the power supply. The rack costs around $400-500 by itself. But once you get that you can add Preamps, EQ, DI's, Line Amps and compressors for a few hundred per module. There is a bunch of API/clones on Ebay.

For $800 you might be able to get a 5space rack with one preamp module. Then you can add more as the budget allows.
 
there is a company called seventh circle studios that makes a kit. it's supposed to sound pretty good. you might check it out.
