R-13 Fiberglass insulation panels?

I'm thinking of making panels with a 1x4" frame, R-13 fiberglass "pink insulation" inside, and cloth on either side (or just one side?) for sound absorption. Is this an effective solution?

Oc 703 rigid fiber glass is much more effective material. The pink stuff isn't dense enough to absorb the low frequencies.

But its tough to get OC703 in many areas. I have seen people using Roxul (Available at Lowes), which produced somewhat of a good result.
