If I buy an audio interface, do I need a soundcard?

If you could name specific products it would be easier to answer your question. Audio interface and soundcard are generally interchangeable terms but there can be confusion.

That would function as your soundcard. You would just have to select it as the default/primary in whatever operating system you're using (I'm assuming Windows). Something to note... That Edirol unit is USB 2.0. If you have a relatively new computer, this shouldn't be a problem. If you have an older machine (1 or 2+ years) you might want to check whether your machine is USB 1.0 or 2.0 compliant.
