Programs that sync out of time drums?

Hello everyone,
I'm currently starting post-production work on a 4 song EP. Everything is coming together and sounding wonderful... However, there are a few drum beats that are out of tempo, and I'm not quite sure what to do to solve this problem. They aren't huuuge issues, but they are noticeable to anyone who would be actively listening to the drum tracks. I was wondering if there were any programs (preferably free) that could help shove the peaks around and fix this predicament. I used to have a mac, and Garage band had a function that would fix beats to a tempo (given that they were close), sadly the power management unit died, and I'm not made of money, so I'm back to windows. I'm recording with cool edit pro V 2.0, and I also have Sony Soundforge V 7.0. Any input would be greatly appreciated.

I've moved many a beat "by hand". Any type of Auto-quanitize isn't going to be perfect, it won't always sound right even if it's on time...and then you still end upi having to do some basic Cut & Paste to fix it.

Even if you have all those tools that automate boring stuff such as nudging things here and there, the manual approach almost always gives the best results.

Full disclosure: I also hate driving cars with automatic transmissions, and all my cars have been manual. So I may be biased :D
 
If you are tracking in protools and logic and using elastic time you can quantize the track. I dont know what other programs do this. The absolute easiest way is to have a drummer do a solid take otherwise you have to edit by hand.
 
I find it's usually easier to find another part of the song or another take that can work and paste it in. I try to always keep a few full takes of every part just in case some mistakes need fixing in the mix.
