Pre amps or mixers

hi, i am currently connecting my effects rack (quadraverb) to my soundcards analog input. however, i noticed that the volume going into my PC is generally low. i need to record vocals and guitar but not at the same time, what can i do?

bearing in mind i have a relatively low budget

1. buy a mic preamp? what brands do you recommend? and what about my guitar?

2. buy a guitar DI box? POD? Sansamp? is there a guitar preamp/DI box that is very clean?

3. buy a mixer with phantom power? behringer? i know there were a lot of bad comments about it but the M802A is dirt cheap and has mic pre. any other recommendations?

any body got any comments on the above? any help is appreciated! thanks!

Audio Buddy or Art Tube MP OR Art DIO

hi, thanks for the reply. but after trauling thru the bbs, i have come down to 3 choices. should i go for the

1. Midiman Audio Buddy
2. Art Tube MP
3. Art DIO

i know #3 is not exactly the same. but does anyone know if i can use it for direct recording of mics and guitar? and digital is always nice :)
