Practicing rooms isolation

Hi, i'll start a new builidng for renting practicing rooms. There are so many places in next to my town of this kink of busines, but I think this places are made wrong:
FLOOR:
Concrete basement with Rubber floor (2 mm thickness) and carpet (3 mm) in other places.

WALLS:

Concrete blocks (150 mm thickness) over concrete floor, painted on one side, and carpet on the other side.

CEILINGS:

Remobable gypsium/fiberglass panels and rockwool over that. (very dangerous if someone wanna get into the rooms to steal.

My conditions:

Very high warehouse (8'5 meters) and 31'8 m lenght x 9'80 m wide .
Not too much money for the best isolation.

Ideas:

200 mm concrete block, filled with CLINKER and painted on one side, and gysium panel (13 mm) on the inner side (it's painting adviceble too?).

Foam floating floor (polystyrene) with OSB panels or maybe Rubber ( 3 mm) on top.

And then I'll attach gypsium panels on cilings.
