You can use a Roto-hammer and drop-in anchors instead.

Aren't those Roto hammer drills expensive? I may need to start asking my friends who's got what.

Go to your locak tool rental and pick one up for a day......... they don't cost all that much to rent.

Just make sure you have everything all laid out before you go - that way the full rental will be productive.

You can drive nails into concrete using a small sledge hammer, but man, its a pain in the ass!
After doing about 3 or 4 that way, I went out and bought a powder nailer.
One of the best things I ever bought!
I couldn't live without one when I was tilting up walls.
They're not really that expensive.
